In end-user spaces like a 9-1-1 call center or bank, an ESD floor is enough to prevent static caused by people walking on the floor, the most common static generator. Facilities like electronics manufacturing or SMT require a more stringent static program involving some combination of ESD flooring, wrist straps, footwear and other ESD-prevention measures.
